Best Compliance LMS 2027: 12 Platforms Compared

Choosing a compliance LMS is not like choosing any other learning platform, because it carries one job no other system does. When a regulator, an auditor, or a client asks, it has to produce proof.

What proof, you ask? Well, for years it was the completion rate. That still matters, but it’s no longer the whole answer.

The US Department of Justice asks firms how they have “measured the effectiveness” of their training. The FCA requires that an employee has “demonstrated the necessary competence” before a firm calls them competent. A certificate confirming someone has clicked through 40 slides answers neither requirement.

That changes what you should be shortlisting for. It also means there is no single best option, because a hospital tracking clinical licensure, a law firm running AML checks, and a manufacturer with eight thousand people who share three computers need genuinely different things.

So this is not a league table. It is twelve platforms, what each is built to prove, and where each falls short. Let’s find your best option. 

What a Compliance LMS Actually Has to Do

Nearly every learning platform claims it handles compliance, and nearly every one can deliver a course and record that somebody has finished it. That’s the easy part. It’s also not what the auditor tests.

Five things separate a platform that manages compliance from one that just delivers training. We judge every entry below against them.

  • Rules, Not Lists: The platform should work out who needs what from their role, location, department, and start date, without anyone maintaining a spreadsheet. Establish how those rules behave over time as well as on day one.
  • Beat The Expiry Date: Annual training needs a renewal window, so the system re-enrols people in time to finish the refresher before their certificate runs out. A platform that tells you somebody has gone out of date has told you too late.
  • Get It Signed: Completing a course and acknowledging a policy are different pieces of evidence. Look for attestation as its own object, with a time stamp and an identity attached, rather than a quiz score standing in for it.
  • Show The Logs: Plenty of platforms call themselves audit-ready while documenting nothing more than analytics reports. Your audit trail should tell you exactly what your administrators have done, including who changed a completion record, who altered an enrolment rule, and when.
  • Other People’s Certificates: A large share of any compliance obligation sits in qualifications the platform never awarded: a nursing registration, a forklift licence, a DBS check, a CPD return. If those live in a separate spreadsheet, then so does your evidence. 

Every platform below can act as the system of record for compliance. They assign by rule, track to the individual, hold the evidence and produce it on demand. That test cut some substantial names. 

What’s left is a great starting point for your search.

Before we dive in, here are all 12 platforms listed alongside each other for ease of comparison. 

Use the Best for column to find the two or three entries worth reading through properly, and skip the rest. The Built to prove column is the shorthand version of what each platform is genuinely good at evidencing, which is not always what it’s marketed on.

Each entry below covers what the platform is built for, where it genuinely earns its place, and the drawback nobody highlights during a demo. We checked the four fields against vendor documentation, company filings, and public procurement records.

Best for: mandatory training that actually lands

The Impact Suite handles the compliance mechanics you would expect from any platform on this list: role-based assignment, automated enrolment, authorisation workflows for restricted courses, mandatory courses, expiry dates against courses, and so on.

What the platform is built around is the part most compliance systems leave alone. A completion record proves you delivered the training. It does not prove anyone can apply it under pressure eighteen months later. This is the question that auditors are increasingly likely to ask.

The design rests on Neurogogy, our framework drawn from neuroscience and learning theory. It shows up in how material is spaced, revisited, and reinforced. ISO 27001, ISO 9001, ISO 42001, and Cyber Essentials Plus sit behind all of it.

The limitation: we provide the platform, not the courses. Most of the eleven below bundle a compliance library and we do not. Off-the-shelf AML or HIPAA content means a second supplier. We can, of course, make recommendations and provide further guidance.

Best for: mid-market teams that want the assignment rules to run themselves

Absorb has the most genuinely attribute-based enrolment engine here after SAP. Rules key off job title, location, country, department and its sub-departments, competency, hire date, and any custom field you create.

Recertification is handled properly too, with renewal windows measured either from last completion or from certificate expiry, and external credentials can be uploaded and approved inside the platform rather than tracked beside it. 

It also carries some of the freshest third-party credentials on this list. It was named a Leader, and top-ranked for Strategy, in the Forrester Wave for Learning Management Systems and Experience Platforms, Q4 2025.

The limitation: Absorb’s own documentation describes analytics reports with no administrative audit log. Many TrustRadius reviewers call the reporting experience clunky, and it is the lowest-scoring feature category on SoftwareReviews.

3. Cornerstone OnDemand

Best for: regulated enterprises that need validated, auditable training

Cornerstone is one of only two platforms here with a serious answer for life sciences. It states that its LMS has the technical controls to meet 21 CFR Part 11 through configuration, and backs that with validation deliverables produced on every release. 

The rest of the compliance machinery is mature rather than clever: assignment by role, location, and policy, recurring due dates, audit trails, certification tracking through the curriculum builder, and full support for SCORM, xAPI, and AICC. 

It is built for organisations whose compliance obligation is large and varied enough to need one system holding all of it. Reporting depth is genuinely strong, though the recurring complaint is that getting what you want out of it means raw data and a spreadsheet rather than a dashboard. 

The limitation: support issues are the most consistently repeated complaint across the four largest review bases. Slow resolution is a common note. Response time and resolution are different things, so keep this in mind when it comes to your contract.

4. Docebo

Best for: compliance across employees, partners, and customers at once

  • HQ: Toronto, Canada
  • Ownership: Public (listed on the TSX and NASDAQ)
  • Hosting: AWS: US, UK, EU
  • Price: £££

Docebo is the strongest option here when your obligation reaches past your own payroll. Separate portals, branding, and enrolment rules per audience let a franchisor, a manufacturer with a dealer network, or a care provider using agency staff run one platform while keeping the evidence apart.

If extended enterprise is your problem, start here.

The people who run it tend to like it a great deal. The interface is the most praised thing about it across independent review sites. It is highly configurable, which takes some set-up but lets you run each audience exactly as it needs.

The limitation: Docebo’s own documentation now describes its Certification and Retraining app as legacy. It recommends moving to the replacement solution, Learning Plans, whose first release ships without prerequisites or multi-level certification logic.

5. Learning Pool

Best for: compliance training that adapts to what each person already knows

  • HQ: Derry, Northern Ireland
  • Ownership: Private equity
  • Hosting: AWS: UK, EU
  • Price: ££

Learning Pool’s strongest card is compliance content that tests as it teaches. Its adaptive courses, which arrived with the 2022 acquisition of True Office Learning, move learners who answer correctly onto harder scenarios and a faster route through.

You get a clear record of where the real gaps are, which is the measurement the DOJ guidance quoted at the top of this article asks about. Content coverage runs from anti-corruption and data privacy to antitrust, financial crime, and international trade.

The platform side is solid too. It comes with its own xAPI learning record store, so activity outside a course can sit in the same record, and Fosway rated it a Core Leader on its 2026 9-Grid for Learning Systems. 

The limitation: ask which Learning Pool platform you are buying. It has made nine acquisitions, and the October 2025 purchase of WorkRamp added a second full LMS to its portfolio. There’s no public roadmap saying which will get long-term investment, so don’t get caught out.

6. Litmos

Best for: a broad compliance library, ready on day one

  • HQ: San Ramon, USA
  • Ownership: Private equity
  • Hosting: AWS: US, EU, Australia
  • Price: ££

Litmos suits organisations that want a fully stocked compliance programme without building one. Its library runs past 17,000 courses, with named coverage of OSHA, HIPAA, GDPR, CCPA, SOX, and FCPA. If you need a credible mandatory curriculum live this quarter rather than next year, then this platform belongs on your shortlist. 

It also doesn’t hold compliance features back for a higher pricing tier. Assessments, e-signatures, enrolment approvals, and escalations all sit in Foundation, its entry plan.

Assignment can run off role, location, department, or risk classification. Certifications carry expiry windows with automatic reminders and re-enrolment. It stores every policy acknowledgement as a time-stamped record.

The limitation: reporting is the most repeated complaint in Litmos’s reviews. Users note exporting platform data to analyse in a system with stronger reporting capabilities. Test this hard in your demo to ensure it fits your needs.

7. Mitti (formerly SafetyCulture)

Best for: compliance for people who never sit at a desk

  • HQ: Sydney, Australia
  • Ownership: Private, venture-backed
  • Hosting: AWS: US, Ireland, Australia
  • Price: ££

SafetyCulture renamed itself Mitti in August 2026, so expect to see both names for a while. It began as an inspections app, and that heritage is its strength. Training lives in the same mobile app frontline teams already use for their safety checks. That means a failed inspection item can become a course without anyone putting their phone down.

Courses can be assigned automatically off user fields, recur on a schedule set from the last completion or a fixed annual date, and re-enrol people before their window closes.

Credentials go further than on most platforms here: driver’s licences, first aid certificates, and high-risk work licences are held with issue and expiry dates, attached evidence, admin approval, and reminders at 90 days, 30 days, and on the day itself. 

The limitation: there’s currently no way to sign off training. Mitti has signature questions, but documents them for inspections only, and there is no policy acknowledgement or attestation workflow at any tier.

8. NAVEX

Best for: one record for policy, hotline, and training

  • HQ: Portland, USA
  • Ownership: Private equity
  • Hosting: Azure: US, EU
  • Price: £

NAVEX is better suited to compliance officers than L&D professionals. NAVEX One puts the speak-up line, policy management, training, disclosures, and third-party risk on what it calls “a shared data foundation, security model and reporting layer”.

When a whistleblowing report, a policy breach, and a training gap all point at the same team, NAVEX is built to see all three together.

Attestation is its strongest card. Sign-off on anti-bribery, anti-harassment, AI use, and data privacy policies is tracked alongside course completions, and employees handle all of it through one Compliance Hub portal. 

It also offers 130+ customisable courses to cover all your ethics and compliance essentials. 

The limitation: the training engine isn’t NAVEX’s own. Its subprocessor list names WBT Systems as the LMS provider behind NAVEX Engage, with Rustici Software handling training delivery. Check how tightly integrated everything is.

9. Relias

Best for: US healthcare teams with licences to keep current

  • HQ: Morrisville, USA
  • Ownership: Private, owned by Bertelsmann
  • Hosting: Azure: US, Germany
  • Price: £££

Relias manages licences, credentials, and other requirements alongside training. Its continuing education catalogue exists to keep clinicians registered. It includes 4,500 accredited courses, 250 unique certificates, and accreditation from bodies including ACCME, ACPE, and ANCC. 

Reviewers also single out how easy it is to administer this catalogue. It includes 550 regulatory crosswalks to map courses to local requirements. 

The rest fits how care organisations actually run. Annual learning plans can be centralised across sites and assigned automatically to new hires by role or department. Policy Pro adds electronic attestation and recurring policy reviews with a full history of edits and sign-offs. 

The limitation: Relias’s platform interface is the most consistent issue logged across independent review sites. Some users have labelled the UI outdated and asked for a design that works for non-technical staff. Check that it’s right for your audience.

10. SAP SuccessFactors Learning

Best for: organisations already running SAP HR

  • HQ: Walldorf, Germany
  • Ownership: Public (listed on the NYSE and XETRA)
  • Hosting: 18 data centres across 13 countries
  • Price: ££

SuccessFactors Learning has the most configurable recertification engine on this list. Retraining can run on a fixed period, from each person’s last successful completion, or to a calendar cycle that gives everyone until the end of the next period, and administrators can tell it to ignore completions older than a set number of days.

Assignment Profiles hand out learning by user attribute and re-sync as people change roles, and because those attributes come from SuccessFactors HR, a promotion flows through to training without a third-party connector in between.

It’s also well equipped for regulated industries. E-signature is built into standard Learning and supports 21 CFR Part 11, and SAP’s Validated Learning edition adds installation qualification reporting and a slower, validation-friendly release cycle.

The limitation: you can’t implement it by yourself. SAP states that “All SAP SuccessFactors offerings require implementation by a certified partner”. That means the quality of your compliance set-up will depend as much on your partner as the product itself.

11. Skillcast

Best for: firms that answer to the FCA

  • HQ: London, UK
  • Ownership: Public (listed on AIM as SKL)
  • Hosting: Azure: UK, EU
  • Price: £££

No platform here goes deeper into UK financial services regulation. Skillcast’s FCA library runs to more than 60 modules, down to individual CASS chapters on custody, client money, mandates, and resolution packs. That kind of coverage is only possible when one regulator is your whole market.

The compliance tooling follows the same rulebook. Its SMCR registers populate Senior Management Functions automatically from the firm type you select, trigger certification alerts by role, and store the fitness and propriety evidence a firm needs before issuing a certificate.

Declarations, registers for gifts and whistleblowing, and a version-controlled Policy Hub sit alongside the training, and you can reassign courses on any cycle from monthly to seven years. 

The limitation: you’ll need to lean on Skillcast to make changes. Several reviewers on eLearning Industry say editing content or publishing new modules is hard without Skillcast’s own team.

12. VinciWorks

Best for: law firms that answer to the SRA

  • HQ: Jerusalem, Israel
  • Ownership: Private equity
  • Hosting: Azure: UK, EU
  • Price: ££

VinciWorks is the specialist for law firms. Alongside training it runs the workflows a regulated practice actually lives by: SRA compliance templates and dashboards, AML client onboarding, and conflict registers.

Those workflows sit in Omnitrack, its compliance data platform, which collects declarations, flags risk, chases follow-ups and escalates anything outstanding. The learning side runs on Astute, with rules-based enrolment on any custom field, automatic chasers, and a policy manager that tracks who has read what.

The library of more than 200 courses covers GDPR, anti-bribery, sanctions, modern slavery, and tax evasion, and the business has grown by folding in DeltaNet, EssentialSkillz, and Compliance Office.

The limitation: training and compliance records live in two separate products. Training runs in Astute. Declarations, registers, and workflows run in Omnitrack, which VinciWorks lists as a separate service. Check exactly how the two connect before you buy.

How to Narrow This List Down

Twelve compliance LMSs is still too many to demo. Start from the situation you’re in, and your shortlist will write itself. Here are some considerations to keep in mind.

  • Who do you answer to? If you answer to a specific regulator, you’ll probably need a specific platform. For example: Skillcast for the FCA, VinciWorks for the SRA, and Relias for US healthcare licensing.
  • Do you make medicines or medical devices? Then your training has to survive an FDA inspection. Only two platforms here offer a validated version: Cornerstone and SAP SuccessFactors.
  • Are you already on SAP? If your HR runs on SuccessFactors, its Learning module is the natural fit. After all, your people data will be readily accessible when your learning platform needs it.
  • Who owns compliance? If it sits with legal or risk rather than L&D, NAVEX puts the hotline, the policies, and the training together in one place.
  • Where do your people work? If it’s a shop floor, a building site, or the road rather than a desk, Mitti (and Growth Engineering Learning App) is accessible through their phones.
  • How fast do you need it to be live? If you need a credible curriculum this quarter, Litmos has a deep library ready to go, and Learning Pool’s adaptive courses skip what people already know.

Final Words

Every platform on this list can tell you who finished the course. The better ones tell you when the next renewal is due, who signed which policy, and who changed a record and why.

The best help you prove something even harder: that the training changed what your people actually do.
